К началу Гражданской войны [Civil War] (апрель 1861) регулярная армия северян насчитывала около 16 тыс. человек; сверх того, в штатах Севера к тому времени насчитывалось около 300 тыс. добровольцев. Усилия штатов по их привлечению и обучению фактически были потрачены впустую, так как президент Линкольн [Lincoln, Abraham] вплоть до начала июля не созывал Конгресс, полномочный принять решение об увеличении численности вооруженных сил. Лишь 22 июля Конгресс принял решение о создании добровольческой армии в 500 тыс. человек, и именно она составила костяк Армии Союза на начальном этапе (регулярная армия, пополнившись до 42 тыс. человек, в период войны занималась защитой границ от нападений индейцев). Тем не менее, уже к середине 1862 стала очевидна неэффективность добровольческой армии. В марте 1863 был принят Закон о призыве [Enrollment Act], на основе которого, несмотря на сопротивление [draft riots], к 1 января 1863 численность армии возросла до 700 тыс. человек. Максимальная численность армии (на 1 мая 1865) достигла почти 800 тыс. человек, при этом резервистов и не годных к строевой службе было 200 тыс. человек.
